Check Article 1 Section 8. Then check the 9th and 10th Amendments that support it. The LAW states that the US Government is supposed to be doing almost NOTHING except the EIGHTEEN enumerated things listed. Then check Article 1 Section 9 and keep in mind that there are Supreme Court Cases that state, in so many words, that this "apportionment clause", was not affected by the 16th Amendment. I think that in order to rebuild our economy after its total COLLAPSE which is going to happen in 1 1/2 to 2 1/2 years, we should just follow The Constitution and forget about "tax reform". Either taxes are apportioned per Article 1 Section 9 or NO INCOME TAXES - - - PERIOD, end of story.
