Yep, we all said that executive order was a useless piece of paper.  And we were right:
Boehner and other Republicans point to reports that the Health and Human Services Department is giving Pennsylvania $160 million to set up a new high-risk insurance pool that will cover any abortion that is legal in the state.

… and what they’re really after here is to remind the Federal Government of its limitations…the ones set forth in the very Constitution President Obama and his liberal/progressive minions swore to uphold (yet work feverishly every day to disembowel) when they took their oaths of office.
